Elena heads the legal and human resources departments, advising the company on a broad spectrum of employment, compliance, and regulatory matters. Prior to joining our team, she focused her practice on business litigation and employment defense, representing clients in the transportation and logistics sectors.
Chris Silfies
VP – Operations
Chris has been in the trucking industry for nearly three decades, and has extensive experience working with cement and dry bulk deliveries. In his role as Senior Director – Operations, Chris uses his vast knowledge to ensure the success of our operations throughout the Northeastern United States.
Chris Weaver
Senior Director – Operations
Chris has dedicated over three decades to the trucking industry, beginning his career with QC Dry Bulk in the fall of 2001. He has held various roles in Operations during his time with the company. Chris is also integral to the organization’s strong partnership with TAT (Truckers Against Trafficking) and our “Best Fleets to Driver For” participation.
Adam Carper
Director – Operations
Adam oversees our Operations across the Northeast and Mid-Atlantic. With over a decade of experience in logistics and trucking, Adam uses his management skills to optimize our dry bulk operations to best meet our customer’s needs.
Randy Strutz
President
Randy Strutz is President of Quality Carriers, the largest bulk chemical trucking carrier in North America and is based at their HQ in Tampa, FL. Randy has been in logistics for over 20 years after a career in accounting and manufacturing, spending 15 years in the Columbus, OH area before moving to Tampa. He has four quadruplet sons .
Christopher Garrand
Chief Financial Officer
Chris began his role at QC Dry Bulk in 2016, with prior Finance positions at CPG multinationals such as Nestle’, Novartis and ConAgra Foods, including international assignments in Russia and Latin America. During personal time, Chris has enjoyed practicing various Martial Arts for four decades.
Anne Laughlin
General Counsel
In her role as General Counsel and Corporate Secretary, Anne oversees the Legal, Human Resources, and Environmental Services departments. Prior to joining QC, she was a senior business attorney at The Dow Chemical Company. When not working, Anne tries to keep up with her very energetic son, travels, and bakes.

Chris has dedicated over three decades to the trucking industry, beginning his career with Quality Carriers in the fall of 2001. Through various roles and advancement opportunities, he now serves as Senior Director – East Operations, overseeing operations on the east coast and throughout the southeastern United States. Chris leverages his leadership skills, problem-solving abilities, and managerial expertise to ensure the success of our eastern U.S. operations. He also champions the organization’s involvement with T.A.T. (Truckers Against Trafficking) as an Elite Fleet, and the “Best Fleets to Drive For” campaigns.
